Intelligent Design of the Cell Organization in a GSM Network - Automatic Cell Planning (ACP)

The Automatic Cell Planning (ACP) consists in determining the propagation values for the antennae installed in a cellular telephony system, in a way that the network performance is optimized in terms of coverage, capacity, interference, etc. This cell network design problem is of a large dimension and highly epistatic since there are many configurable parameters for each antenna (tilt, azimuth, power, etc) which are highly correlated.

Concerning the intelligent design issues in this problems, we ought to say that given the continuous rise and concurrence of the telecommunications market, the operators are forced to offer more and more services to the end users with higher quality. This leads to the development of new technologies for cellular telephony that suppose the complete design of new networks. This is currently happening in the transition form 2G (GSM) to 3G (UMTS) technology. It is therefore a problem that can bring real knowledge transfers to industry as well as provide with an excellent benchmark for the design of new algorithms.
